Someone fails to file paperwork, so he loses a once in a lifetime opportunity. Very sad. But we're for the athlete,

Sounds to me as if the problem ultimately rests with USATF, which could have easily approved a waiver.

He would have been the slowest qualifier, but at least he would have had 10 seconds of glory in a prelim.
