In the late1960s did UR explore going public?

A few years ago, I heard that in the mid 1960s UR was in such a financial bind that UR president Dr. Modlin had secret meetings with the state dept of education exploring the possibility of UR becoming a state school. Is there any truth to this situation? Of course the Robins gift of 50 million took care of the situation.

My understanding is the same. Also, my understanding, at a latter date the State "offered" us the opportunity to take over the operation of MCV. When we turned it down they "forced" VCU to take it over.
 
Just as some historical trivia, MCV began its existence as the Medical Department of Hampden-Sydney College in 1837. The school was located at 19th and Main in Richmond (not on the H-SC campus) in what had been the Union Hotel. The first class had 46 students. It was not taken over by the state until 1860.
