It's determined by the conference - CAA is 65, with one exception per year (which is typically used for the rivalry game).

I think at some point this season after it became apparent to everyone how the season was going to go, the staff started spring football early. In other words, they stopped playing for this season and started playing younger guys and guys with less experience more, in preparation for next year.
