Questions about Patriot League rules (redshirts, etc.)

Go back and read 31, reference was to players NOT yet completed education at same school, decision up to school, not league.

Scenario #4: a waiver may be granted due to normal academic progress. The institution’s Policy Committee representative may grant an exception for a student that completes the first baccalaureate in less than eight semesters of full-time study and continues full-time enrollment in a second baccalaureate or graduate degree program at the original certifying Patriot League institution. See Article 7.4.d. [Council, June 2002]

The way I read this... the player has to finish his degree at the original certifying Patriot League institution...

Doesn't that mean he can't be a transfer?

I hope I am wrong.

I think it means, the school can decide to allow the RS year to complete their degree(s) started at a PL school. I don't read it to prohibit one who transfers into a PL school and then completes the one degree, or desires to obtain a second or a graduate degree. But most schools have a residency or similar requirement to receive a degree from that school. In short if you meet the school's requirement, you can be a RS and get the extra year for your degree if you are full time.
 
If it had just been us going to PL, then I think the concern that we are going and complying with whatever PL wants could be more valid, subsequently leading to the thought that UR is de-emphasizing football. With W&M joining, I think it changes that perception to support that we left CAA because it was poorly ran by the commissioner with bad media deal, good teams left, watered down with not good football teams. CAA football and CAA being separate entities likely led to its downfall. This would be further reinforced if Villanova joins as well. So the thought then becomes do all 3 of us (UR, W&M, Nova) want to de-emphasize our football or is it that we all felt the PL positions us in the best place to maintain our football status compared to the CAA. This isn't PL of 2005 when Cooper wanted us to go there (peak CAA, PL had no scholarships, etc.). PL has made efforts to elevate its status as a football conference. What I imagine UR/W&M/Nova is asking, will be quite reasonable, which is allow grad transfers, athletic transfers, and maybe reduce the academic index requirement. The reputation of PL as a football conference has never been better. I would think PL commissioner and other teams will happily oblige to these requests. It would not be a smart move for PL that has a golden opportunity given to them to become the premier FCS conference in the east coast, and then turn back and say "eh, forget it." Now is the time to capitalize. Time will ultimately tell how PL will advance as a football conference, but its a good sign that W&M is joining.
Agree with most of your post.

W&M coming over following us certainly puts more pressure on NOVA. Believe just a matter of time before they take the plunge. PL could become The East Coast League. Believe NOVA sees that too.
