Recruiting rankings in basketball outside of ~top 50 - 100 are a crap shoot. Sal and Isaiah were highly rated recruits for us, but not so highly rated that anyone should think "this guy is a sure thing."
Star ratings are not guarantees, but they do have meaning. The average 3* will be better than the average 2*, but there are some 2* recruits that turn out to be better than some 3* recruits.
