1.Next fall when UR starts the 2021 season there are likely to be very few Incoming true freshmen rostered.

2.We have to date 4 verbal commits.Signing dates of Dec 16 and Feb 3 remain unchanged.

3.UR present seniors and redshirt seniors starters will be granted another year of eligibility.3 OL,3 DL,1 LB,1 QB,1DB,1 WR(G),1 TE(G).
It’s presumed that most if not all will be asked to extend their stay at UR.

4.NCAA has pushed back face-to-face recruiting until September 30.It is likely that date will continue to be moved back.

5.Many State high school Athletic governing bodies have canceled fall competition until the Spring.
No senior highlights on hudl.

6.The transfer portal should continue to have a flurry of activity next Spring.

I would not expect UR to sign more than 9-10 NLIs, max.

The overall effects of the pandemic on high school senior footballers looking for a scholarship home will not be good.

It's easy to just give the Seniors an extra year but what about the rest of the roster? They are all missing a year of playing so what do you do about them? A player gets 5 years to play 4. Does the NCAA give them 6 years to play 4? Say UR has 10 Seniors and FCS is allowed 63 scholarships. That means UR can sign 10 incoming Frosh to maintain their 63 player level. Does the NCAA allow UR to increase its scholarship level to 73 so they maintain that balance? What happens the next year with the current Junior class who should also get an extra year? What if that class has 15 players? Theoretically UR should be allowed to sign 15 Frosh to replace them plus keep those players too. Now UR can have 78 scholarship players rostered. Last years Freshman class was around 24 players. When their time comes does UR get to sign 24 incoming players and still give those players their extra year? Of course these numbers do not include Redshirt players who can skewer a classes numbers. Starting with this years incoming Freshmen it will take a 6 year cycle to get back to normal numbers. Now the biggest question is, does UR , or anyone else, want to pay for the increased scholarships? A lot of schools will not be able to afford to do that. If the NCAA doesn't do this the next 6 years of HS players will be fighting for a greatly reduced number of scholarship openings and the 2021 class will basically be cut out.

“...and the 2021 class will basically be cut out.”

Bingo.

Will of course not affect teams from the SEC,Big12,ACC,AAC unless there is a premature curtailment of their season.

No mention of increased scholarships applicable to any pandemic affected sport.

The council recommended that the Board of Directors provide fall sport student-athletes an extension of their five-year period of eligibility and an additional season of competition if they participate in 50% or less of the maximum number of competitions allowed in each sport under NCAA rules. The Council will finalize those recommendations before Aug. 21.

They'll play in the spring after the election. Then this will all be moot.

But, if for some reason there is no spring football, the typical FBS 2021 class should be stellar (or at least an upgrade). Why? Since BCS numbers would be so great (depth) there will probably be a trickle down effect to the benefit of all FBS Schools as incoming recruits would have a long wait to play.

FCS warming up to notion of spring football, if feasible, with six to eight games

“...Still left to straighten out are eligibility questions, and those answers will largely determine whether some players consider opting out of a truncated spring season with plans to play a full fall season in 2021. Impacted to a great extent could be high school seniors with FCS-level ability. At Richmond, for instance, coach Russ Huesman said the number of incoming recruits the Spiders sign in the Class of 2021 could vary by six -- almost half of a typical class -- based on whether current seniors play a spring season or come back for one next fall...”

To be clear, this means that any football player who plays a full fall season (if able) will also keep his year of eligibility including frosh. No 4 game maximum this Fall.

If fall sports manage to compete in the spring, such as football, then athletes participating for the year will not lose a year of eligibility whether they decide to compete or not. In layman’s terms, if an athlete plays their fall sport (somehow in the Fall or in another season depending upon schedules), they will not lose a year of eligibility in their collegiate careers.

The board also adopted the Council-recommended protections for college athletes:

  • Schools are prohibited from requiring student-athletes to waive legal rights regarding COVID-19 as a condition of athletics participation.
  • Schools are prohibited from canceling or reducing athletics scholarships if a college athlete in any sport opts not to participate due to COVID-19.
  • Student-athletes who do not enroll full time during the 2020 fall term have flexibility in the progress-toward-degree requirements that must be met for eligibility in future terms.
  • The financial aid of fall sport senior student-athletes who take advantage of the additional year of eligibility and extended clock will not count against team limits in 2021-22.
  • Schools are required to:
  • Review current insurance coverage for all student-athletes who are competing this fall.
  • Inform student-athletes about the risk classification of their sport as outlined in the Resocialization of Collegiate Sport document.
  • Inform student-athletes how the mandates in the Resocialization of Collegiate Sportdocument are being met at their campus.
“The protections are effective immediately.”

Among the fifth-year seniors who will return for a sixth year UR are quarterback Joe Mancuso, offensive linemen Tim Coleman, Seyoum Settepani and Tazle Sumper, and defensive lineman Colby Ritten .Darius Reynolds are among a half-dozen longstanding UR players who are eligible to return as sixth-year seniors, and to that list add a pair of graduate transfers, receiver Donaven Tennyson (Benedictine, Vanderbilt) and tight end John Fitzgerald (Cornell). Per Russ Q & A 11/19/20 :

”Our signing class for freshman will be at 10-11. Looks like we will sign 7-8 in the early signing period and the other two in February.”
