I see it as:People don't like divisions but they line up at 15 pretty clean save maybe STB. 8 games in your division 10 vs the rest gets you 18.

I like this setup. Could see where you play one division all home and the other all away in alternating years to keep it simple, but maybe travel logistics would be a problem.
